Because people are happy to come up with inititatives to try to get people communicating and working together to improve things.

Hyde Park is a great place to live; if you can put up with thousands of self-obsessed students who use the park as their own personal landfill site, dump mountains of unwanted household items in the street, park their cars on the pavements, making it difficult for people with pushchairs and generally behave like some pampered elite who have no responsibilities. The pavements cannot be swept as students persist in leaving wheeled bins opermanantly on the pavement in spite of council requests not to do so. The streets are permanantly littered with the remains of take away food. One has only to see the condition of the area when the students are away to realise who is responsible. The law enforcement agencies benignly ignore the many bonfires and BBQ's which are lit in direct contravention of local by-laws. Yes, it's a great place to live.

Why do we not give the park to the students and ban the general public?
